分级诊疗的国内外经验与实施策略分析

摘要/Abstract

摘要： 　本文通过文献检索，对国内外分级诊疗的相关问题进行了系统的梳理，总结了国内外的实践经验，剖析了我国分级诊疗发展过程中的问题和障碍。在此基础上，提出了完善我国分级诊疗体系的策略与建议，包括提升基层医疗卫生服务能力、改革医保机制、完善绩效考核和利益协调机制、加强医疗信息化建设、健全监管机制及引导居民树立良好的就医观念。

Abstract: With literature retrieval,the paper analyzes related problems of hierarchical diagnosis and treatment systematically and summarizes the practical experiences at home and abroad,and deeply analyzes the problems and obstacles in the developing process of hierarchical diagnosis and treatment in our country.Based on above analysis,the paper puts forward the strategies and suggestions for improving the system of hierarchical diagnosis and treatment in our country,including improvement of primary medical and health care services capacity,reform of health insurance mechanism,improvement of performance appraisal and interest coordination mechanism,strengthening of medical informatization construction,perfection of supervision and guidance of the residents to set up good concept of seeking medical treatment.
